Nakakatawa kung paano nila depensahan ang “misplaced generosity” ng mga congressman.
Compostela Valley 1st Dist. Rep. Maria Carmen Zamora:
I do not know where the good senator actually got his figures because when I checked on our record, I don’t see any congressperson na may ganung kalaking increase when you compare the NEP to the 3rd Reading version natin sa Congress.
It’s unfair to single out the Second District of Pampanga. There are other districts, too (with bigger allocations). I just can’t name the districts (offhand).
It wasn’t increased by that much. Based on the (proposed) realignments submitted by the DPWH, it was around P500 million so it’s now P1.9 billion.
Coop Natcco party-list Rep. Anthony Bravo:

Ang instruction was only pantay-pantay. Tanda ko pa nga iyung terminolohiya na ginamit, iyung ‘bare minimum’.
Mukhang naging, let’s say, misplaced generosity. Ang napuruhan tuloy ay iyung taong nagpipigil pa.
Request po ng regional director ng DPWH yun po ang pagkasabi sa akin nung chairman ng appropriations. So yun na nga po ang rason nila kaya ginawa run
Assistant Minority Leader and Ako Bicol Party-list. Rep. Alfredo Garbin:
Ang mga senador may kanya-kanyang request din. Ganoon din naman sila but you cannot call it pork barrel, we call it ‘initiative to address the needs of our constituent.
Ang ginawa ho ngayon ng Kongreso, ng House of Representatives, [from] which the budget emanates, inisa-isa ho ‘yong pangangailangan ng mga lamang distrito, departamento at ahensiya ng gobyerno kung ano ‘yong nararapat na ilagay na budget doon. And ‘yong pag-itemize ng lahat ng budgets sa 2019, nando’n na sa House, ‘yon ay nakasaad sa decision ng Korte Supreme ay legal.
Ang hindi pinahihintulutan and it was declared by the Supreme Court that that it is unconstitutional ay ‘yong post-enactment intervention. Wala na ho ngayong post-enactment intervention.
House Minority Leader Danilo Suarez:
I’m sorry to say pero mukhang mali ‘yong interpretation ni Ping…. ‘Di nag-congressman si Ping. Baka ‘di niya naiintidihan ‘yong problema ng may constituency.
Senior Deputy Minority Leader Lito Atienza:
I am against pork barrel as a general rule like Senator Lacson. But you cannot also deny that congressmen and senators have their own concerns. At kung ‘yong lalakarin nila, magbigay ng solusyon [sa] kanilang problema sa tulay, problema sa highway, problema sa interconnection, eh trabaho nila ‘yon. ‘Wag nga lang nila ibubulsa ‘yong pera (And if what they are lobbying for include solutions to problems involving bridges, highways, and interconnection, then that’s their job. But they should not pocket the money).
Kahit na anong ipangalan nyo dyan, PORK BARREL pa rin yan!
Ang congressman/congresswoman ay gumagawa ng batas at hindi nagpapatupad ng proyekto! Tumakbo na lang kayong mayor o governor pag ganyan kayo! O kaya, DPWH Secretary kayong lahat!
